Where Biba Neza stands

Biba Neza is a project under construction, not a financial service. This page states exactly what exists today and what remains conditional on approvals and technical access.

What Biba Neza is today

  • A bilingual information site about equities and bonds listed in Rwanda.
  • A transcription of public data: latest published prices, market rules, fees, taxation.
  • A file being prepared for the Capital Market Authority's Fintech Regulatory Sandbox, on one specific point: lowering the bond entry ticket below the 100,000 RWF standard minimum.

What Biba Neza is not

  • Not an exchange, not a broker, not a depository.
  • No CMA licence, no orders executed, no securities held, no funds received.
  • No signed partnership with a licensed intermediary to date.
  • No technical connection to the RSE or to the central depository.

Roadmap

    Information phase

    Publish clear, sourced information about the Rwandan market: what is listed, what it costs, how to open a securities account. No transactional feature.

  2. From September 2026Planned

    RSE market data

    Access to RSE market data, subject to redistribution rights. Historical data still to be requested.

  3. January 2027, after the December APIPlanned

    Investor visibility

    Let an investor see their balance, their history and their transactions. Depends on whether that data sits with the central depository or in each broker's own books.

  4. Conditional on a broker agreementConditional

    Order transmission

    Let an investor send a buy or sell order to their licensed broker from the app, that broker remaining the only party executing it on the RSE. Takes a signed agreement with a broker and a clear position from the CMA.

  5. Conditional on sandbox admissionConditional

    Fractional investing

    Lower the bond entry ticket below the standard minimum, with a licensed intermediary and under CMA supervision. Nothing is secured.
